The best hospitalisation insurance for the average value-seeking consumer is Prudential's PRUShield Plus. First, its premiums are around 23-47% lower than average for all ages, despite a higher than average annual limit of S$600,000 compared to other Ward A plans in the market. Its 365 post-hospitalisation coverage is also one of the longest on the market. Additionally, you can purchase Prudential's PRUExtra Plus CoPay Rider, which will cover 95% of your deductible, half your co-insurance and provide miscellaneous coverage for things like parental ward accommodation, ambulance services and emergency outpatient treatment. Combined with the Plus plan, the total cost comes out around 27-39% below average for base plan and Rider packages.

In terms of its specific coverage benefits, cancer treatment, dialysis, pregnancy complications, surgery, and room and board expenses are covered on an "as charged" basis, meaning they will be paid in the full amount (subject to limits, deductibles and co-insurance). On top of this, you will also receive a final expense provision benefit of S$3,000 and be covered for hyperbaric oxygen therapy (for treatment of carbon monoxide poisoning, severe anemia and other blood-oxygen related maladies). However, Prudential's PRUShield Plus does lack comprehensive coverage for severe psychological disorders and critical illnesses, which are better covered by Great Eastern or Aviva.

The P Plus plan offers the highest annual limit for private hospitals of S$1,500,000, and provides full medical bill coverage for cancer treatment, dialysis, pre and post-hospitalisation treatment. You will also receive the highest psychiatric, speech and occupational therapy benefits currently offered, as well as a combined S$20,000 of coverage for congenital abnormalities for your child. This is all for a cost that is 20-40% cheaper compared to other Private Hospital plans.

You will also receive S$250 of ambulance, S$80 per day of parental accommodation coverage (for parents with children in the hospital) and S$2,000 of accidental outpatient treatment. Lastly, Great Eastern can save you thousands of dollars if you have their A Plus plan and choose to get care at a Private hospital. This is because its pro-ration factor for getting care above your ward level is 70% instead of the 50% implemented by other insurers (Great Eastern will pay 70% of the incurred cost rather than only 50% if you choose to get care at a ward above your level).

First, the A Plus plan will give you the most medical coverage per dollar of premium: its premiums are 30% below average while boasting a S$1,000,000 annual limit and above average psychiatric, final expense and post-hospitalisation benefits (including speech and occupational therapy). Due to these protections, it is an especially good choice for those who want extensive coverage for psychiatric issues or for accidents and illnesses that may require occupational therapy for full recovery (such as rheumatoid arthritis or stroke).

Great Eastern's riders are also some of the most comprehensive. They include up to S$27,000 of hospice care, S$10,000 for home health care (for eligible expenses incurred post-hospitalisation), S$3,000 for medical aids and S$6,000 alternative treatment coverage for Chinese medicine (post-hospitalisation). Premiums for these riders are fairly reasonable, with the Great TotalCare Classic or Elite riders for A or P plans costing well below average for individuals over 65 years of age. Because of these below average prices, adding a rider can create a high-value package for seniors who want affordable protection for long term illnesses and care after they have left the hospital.

While it is a Private hospital plan, you will benefit most from it if you utilise its benefits for Ward A or lower. For example, its benefits include an industry beating annual limit of S$2,000,000 for public hospital treatment, the longest pre-and post hospitalisation coverage of 395 days, fully covered benefits for congenital abnormalities, S$10,000 of prosthesis benefits, S$100,000 extra cover for 30 critical illnesses per year (and unlimited per lifetime), S$5,000 for post-hospitalisation home nursing benefit and S$5,000 of post-hospitalisation alternative medicine benefit for cancer or stroke. This plans also offers hospitalisation coverage for your newborn.

To top off your coverage even more, you can opt for AIA's Max VitalHealth A rider (with the Booster), which will reimburse you in full for a standard bed to keep your hospitalised child company, S$5,000 of post-hospitalisation alternative treatment,S$2,000 of outpatient emergency coverage and S$5,000 post-hospitalisation nursing coverage. However, premiums for AIA tend to be costly, meaning this plan will mainly fit affluent customers who are focused on maxing out coverage for Ward A expenses. Additionally, using this plan as a Private Hospital plan will result in lackluster benefits, as its annual limit drops to S$600,000 and your pre and post-hospitalisation care coverage drops to 100 days. In the event that you are hospitalised or otherwise unable to work due to your medical condition, a good health insurance plan can protect you from draining your savings or taking out a loan to pay off your medical bills. Similarly, if you are diagnosed with a long-term or terminal illness, your health insurance plan would provide you with a lump sum payment that can greatly benefit your family in the case that you pass or are unable to work again.

Do You Need To Upgrade Your Health Insurance?

While all Singaporeans are covered by MediShield Life, there are many scenarios in which you may want to upgrade to a more comprehensive health insurance plan known as an Integrated Shield Plan (IP). By buying an IP from a private insurer, your hospitalisation coverage extends to private hospitals and class A & B1 wards in public hospitals. Similarly, you'll be able enjoy enjoy more health care options and higher claim limits with an Integrated Shield Plan.

While Medishield Life covers the basic costs incurred from hospitalisation and surgery, an IP assists in the coverage of pre-hospitalisation and post-hospitalisation costs. Not only do IPs have more benefits, but they also extend Medishield's claim limit of S$100,000 up to S$1,000,000 or more. Additionally, optional IP riders can be added onto your health insurance plan to top up your health insurance coverage.

If you believe you already have sufficient coverage with MediShield, then you do not need to upgrade your health insurance plan. However, everybody's budget, health status, and insurance requirements are different. After thoroughly evaluating your current plan and discerning any gaps in its coverage, you can then consider upgrading your health insurance to an Integrated Shield Plan with optional riders.

There are many types of insurance policies that provide protection against health care expenses and it's important to understand the differences so that you can choose the best one for your needs.

How to Pick the Best Health Insurance Plan

Choosing the best health insurance plan for you depends on your budget, prior health conditions and potential future conditions.

First, you should only consider plans you can afford not just now, but also in the future. Health insurance premiums are bound to go up over time due to continually rising healthcare costs and your age. For instance, premiums can increase as much as by 15 times from the age of 25 to age of 75. Also, while everyone wants ultimate comfort when they are hospitalised, not everyone can afford Private Hospital plans.

However, this doesn't mean you should settle on the cheapest plan. Cheaper plans (such as Integrated Standard Plans) may not offer comprehensive enough coverage for families or for those who are predisposed for certain illnesses. To find the sweet spot, you should look at what you can afford now and err on the side of caution when calculating your future medical expense budget.

Next, you should take into consideration your current health status. For instance, it may be a lot harder for you to find an IP if you suffer from a pre-existing condition. You should also look at what benefits you may need in the future due to your current health conditions. If you are at risk for diabetes, your worst case scenario is that you may need coverage for a kidney dialysis machine down the line; if you are an expectant mother, you may need future coverage for congenital abnormalities or pregnancy complications. Remaining realistic about your current and future needs is the best way for you to find a plan that will provide full coverage without sacrificing too much of your budget.

Lastly, you should always read the terms and conditions of your policy. For some benefits (such as congenital abnormalities or pregnancy complications), there is a waiting period before the benefits become effective. Policies also have exclusions that may not be evident just by reading the benefits table. This can include exclusions of certain critical illnesses, pre-existing conditions, injuries due to certain events (such as war or substance abuse). Furthermore, if you are someone who will be moving to work in a different country or if you are an ex-pat and you don't qualify for an IP, an international health insurance plan may be a better alternative. If you have questions about your policy document, you should reach out to your insurer to make sure you know exactly what will be covered to avoid paying out of pocket for costly medical bills.

Integrated Shield Plans are private health insurance plans supplied by insurers. Integrated Shield Plans (IPs) provide additional coverage on top of your MediShield Life plan. For instance, unlike MediShield Life, IPs provide full coverage medical events like surgery, pre-and post-hospitalisation treatment, room & board as well as higher benefits for certain treatments like cancer and kidney transplants. They also provide coverage for more expensive wards and private hospitals.

No, it's not necessary to get an Integrated Shield Plan. However, if you want more comprehensive coverage than what your MediShield Life plan provides, then IPs would be a good option. As with any long-term purchase, you should weigh your needs against the cost of the plan before committing to an IP. However, if you decide that an IP meets your needs, then it is important to get insured as soon as possible while you are young and in good health. This is because premiums are cheaper if you are younger and you will be able to get coverage before any pre-existing conditions develop that would get excluded down the line.

The cost of a private health insurance plan depends on your age and the type of coverage you want. Generally the older you get, the more you will have to pay. For instance, the average cost of an IP will cost S$69 per year for a 25-year-old looking to get covered for a B1 Ward. This cost will increase to S$224 for a 55-year old individual. Alternatively, a 25-year old would have to pay an average cost of S$218 for private hospital coverage, while a 55-year-old will have to pay S$981.

Yes, you can use Medisave to pay for your Integrated Shield Plan. However, you can not use Medisave to pay for IP riders.

Yes, some insurers will let foreigners receive coverage under an Integrated Shield Plan. For instance, Prudential will let foreigners with valid work passes apply for their plan. Foreigners who don't have coverage under their company or aren't eligible for an IP can instead consider an international health insurance plan.

That depends. A pre-existing condition is defined as a condition that you were treated, received advice or medication for before the start date of the policy. If you declare your pre-existing condition, you may receive coverage. However, any pre-existing condition that you fail to disclose will automatically be excluded.

Yes, you may be covered for planned and overseas treatment. You should read the terms and conditions of your plan to see what kind of overseas treatment you'll be covered as some insurers only cover emergency treatment while others, like Aviva, cover both planned and emergency treatment. Please note that your coverage will be pegged to the cost of the treatment at your hospital ward.

                                                                                                                          Methodology

To get to our top health insurance picks, we gathered benefits and pricing data from the 6 insurers who offered Integrated Shield Plans for a profile of a healthy, non-smoking male in age groups 25 to 75. We did this in order to get the most accurate picture of which plans offered the most coverage per dollar of premium and how each plan is priced in comparison to the others. Our premiums did not include MediShield Life or Additional Withdrawal Limits for fairer comparison of premiums and benefits and because individual Medisave accounts may vary.

We did not put much emphasis on the current Rider's deductible and co-insurance coverage due to new regulations surrounding a mandatory minimum 5% co-payment for health insurance claims that will make these benefits obsolete in the near future.
